What a licensed moneylender in Singapore must do by law

Every licensed moneylender in Singapore operates under the Moneylenders Act and the Registrar's Directions issued by the Ministry of Law. The rules are the same for all 153 lenders on the current registry, including us. Before you borrow fast money anywhere in Singapore, know the five duties a lender cannot skip:

  • Appear on the public registry. The Registry of Moneylenders publishes the full list of licensed moneylenders each month, with business name, approved address, licence number and website. A lender not on that list is not licensed.
  • Buy your MLCB report before every loan. The lender must pull your Loan Information Report from the Moneylenders Credit Bureau before approving you. Not sometimes. Every time.
  • Explain the contract face to face. Loan documents are signed in person at the lender's approved place of business, after your identity is verified.
  • Stay inside the caps. Interest of no more than 4 percent per month, an admin fee of no more than 10 percent, late charges within fixed limits, and total charges never above the principal.
  • Never advertise by SMS or cold call. Under the Registrar's advertising directions, licensed moneylenders may only advertise through business or consumer directories, their own website and their own premises. An unsolicited loan offer is a warning sign by definition.

Two things this shows that a rate alone never does. First, the admin fee comes out of your disbursement, so the cash that reaches your account is less than the amount you borrow. Second, interest is charged on the reducing balance, not the original sum. Every repayment lowers next month's interest, and repaying early costs you less in real terms.

The MLCB report every licensed lender must pull before approving you

Before any licensed moneylender in Singapore grants you fast money, the law requires them to buy your Loan Information Report from the Moneylenders Credit Bureau (MLCB). It is the step most borrowers have never heard of, and it explains most of what happens to your application.

What the MLCB is, in plain terms

  1. It is your track record with licensed moneylenders only. Your loans, repayments and outstanding balances across every licensed moneylender in Singapore, in one report.
  2. It is not your bank credit file. The MLCB and Credit Bureau Singapore (CBS) are separate registers. Bank loans and credit cards do not appear in your MLCB report, and your moneylender loans do not appear in the CBS file your bank reads. The MLCB is run in association with Credit Bureau (Singapore) Pte Ltd, but the two records stay apart.
  3. You can read your own copy. Buy it from the Moneylenders Credit Bureau for a small fee before you apply anywhere. Checking your own report does not affect your application.
  4. It is why an approved amount can come back lower than you asked for. Existing active loans and late repayments sit in this report, and every lender assesses them against the same statutory borrowing cap.

Use this as a licence test. A lender who offers to approve you without checking your MLCB report is not following Singapore's lending rules. That is not flexibility, it is a warning sign, and it can be reported to the Registry of Moneylenders.

If borrowing has stopped being the answer. The MLCB also operates a voluntary self-exclusion. Once registered, licensed moneylenders are not permitted to grant you a new unsecured loan for the period you choose. It exists for people who need the decision taken out of their hands, and asking about it costs you nothing.

How much can you borrow? The law decides, not the lender

Every licensed moneylender in Singapore follows the same unsecured borrowing caps, set by the Ministry of Law and shared across all lenders combined. If a lender offers you more than the law allows, that's a warning sign, not a favour.

These caps apply to your total unsecured borrowing from all licensed moneylenders together. Secured loans have no cap under the law. When you apply with us, we assess what you can comfortably repay within these limits, not just what you qualify for on paper.

The only four charges a licensed moneylender can add

Singapore law permits exactly four charges, and nothing else. Any other fee on a loan contract is illegal.

Foreigners working in Singapore

A valid Employment Pass, S-Pass or Work Permit, your passport and FIN card, proof of employment, and proof of address. A monthly income of S$2,000 or more typically applies. That is our own lending policy, not a legal requirement.

Employed, self-employed and gig workers can all apply, from age 18. What matters is that your income and commitments show you can repay comfortably. An imperfect credit score starts a conversation with us, not a rejection.

How to spot a fast money scam in Singapore before it spots you

Licensed moneylenders operate under strict advertising and conduct rules. If a "lender" promising fast money in Singapore does any of the following, it is not licensed. Report it and walk away:

  • Sends you unsolicited loan offers by SMS, WhatsApp or social media ads
  • Promises approval before seeing any documents, or asks for a fee before the loan is granted
  • Offers to complete the entire loan remotely with no visit to a registered office
  • Asks for your Singpass login, or pressures you to sign a blank or incomplete contract
  • Cannot be found on the Ministry of Law's Registry of Moneylenders
  • Approves your loan without checking your MLCB report
